I am a swimming teacher and have been for 20 some years. 18 years ago I started using this belt for the younger children. It is comfortable, keeps them warm, and they can do everything with it.
They must be supervised for this is not a lifejacket, but for freedom of movement and durablity this is a gret product. I just wish it cam in an XS. Some of the children are tiny.

Product is used for toddlers/non-swimmers in backyard inground pool. Quality is not as good as Cut-N-Jump brand belts purchased several years ago. The yellow part of the belt (although softer, more pliable) twists from under the blue strap at the fastening clip. This does not happen with the Cut-N-Jump brand belt which, of course, is no longer available.
