This is not the vest, just the lifeline. You should be able to attach this line to any safty harness. As for shipping and tax, I have no clue, I am a customer like yourself. I use the safty line that is exactly like this that came with my Seat-O-pants harness from Summit, only it is 8 feet long. I bought this one to allow me to be attached from the ground to my stand. The safety line is universal and can be attached to any saefty harness or vest that has a teter in the back. Watch video and it will answer just about all your questions, but you don not have to have any special vest to use. Main thins is keep the knot taunt as you climb and above your head -about arms length. I am 6'3" and I keep the knot above me at all time.
